If you look it up, you'll receive a number of definitions, one such as: "a ship's bottom is foul when overgrown with barnacles". However, it is easier to say, the crud off the bottom of a boat. There can be 3 primary causes of boat bottom fouling:
1) marine life such as barnacles, mussels, etc... Attaching itself to the boat is sitting still in the water
2) plants mainly weeds that attaches near the waterline where there's plenty of sun
3) algae creating a buffet for other marine life.

Not every boat necessarily needs anti-fouling bottom paint. If the boat is docked in the ocean water or spends a good amount of idle time in the marina water, you probably need the bottom of your boat painted by Tinney Painting with antifouling paint.
